The attack scenario involves launches from disguised commercial ships. The warning follows CIA Director John Ratcliffe's August trip to Moscow. The small, hard-to-detect Gerbera drones carry 4-5 kilograms of explosives, intended for symbolic disruption rather than mass destruction, such as paralyzing airports or causing fires. Russia has previously tested sea-based drone launches, including an incident in the Oresund Strait.
