OpenAI pledges union talks and environmental disclosures for U.S. data centers
OpenAI announced a National Community Compact on November 5, 2026, pledging to cover full electricity and grid infrastructure costs, disclose environmental impacts, and avoid NDAs with public officials for its future U.S. data-centre campuses. The company also released a Compute Campus Policy Blueprint urging governments to hold data-centre developers accountable, including measures for consumer protection and transparency on tax incentives. OpenAI committed to publishing water plans, noise studies, and job creation data, while engaging unions and training providers. The announcement precedes OpenAI DevDay and follows growing political opposition to data-centre expansion in the U.S. midterm elections. Similar projects in India, including partnerships with Tata Group and Reliance, have also faced local resistance over environmental and social concerns.
