A Ukrainian drone attack on September 25 halted operations at the Perm refinery, Russia's seventh-largest oil processing plant, with no timeline for resumption. The Lukoil-owned Permnefteorgsintez facility suffered damage to pipelines, tanks, and processing units, triggering fires. Regional governor Dmitry Makhonin confirmed the drone strike but did not name the plant. In 2024, the refinery processed 12.6 million tons of crude, producing 2 million tons of gasoline and 5.3 million tons of diesel. Lukoil did not respond to media inquiries.
