The White House stated any deal must be approved by Russia, the U.S. International Development Finance Corporation, and the Treasury Department, while benefiting U.S. taxpayers and companies. Russian presidential adviser Kirill Dmitriev and Kushner have met in Moscow and New York on the matter. Kushner, working on Russia-Ukraine conflict resolution, believes restoring business ties is important for peace, allowing American investors to profit from energy supplies to Europe after the war.
