Brazil's Lula Government Sees Americas Shield as US Opening in Region

The Lula government views the Americas Shield declaration, signed by 15 countries under US leadership, as a potential opening for increased American influence in Latin America beyond its stated goal of combating organized crime. Brazilian officials see it as a gateway to a renewed Monroe Doctrine. The Palácio do Planalto believes the agreement's focus on organized crime sets a precedent for Washington to interfere in other strategic areas, including critical minerals, digital infrastructure, and Chinese presence in the region. The most sensitive part is the commitment to protect critical mineral supply chains, given Brazil's second-largest rare earth reserves. The US has announced plans to request an OAS consultation based on the 1947 Rio Treaty. While Brazil sees no immediate risk of unilateral action, it worries about the diplomatic and financial instruments used to impose this doctrine, and notes the US has previously criticized Brazil's efforts against criminal factions.
