The order follows the high court's 2025 ruling favoring the victims' families, with the 2nd U.S. Circuit Court of Appeals reinstating the verdict in March. The Palestinian groups argued paying now could destabilize West Bank government services while they appeal. The lawsuit stems from early-2000s attacks in Jerusalem that killed 33 people, filed under the Anti-Terrorism Act. A federal court had originally tossed the verdict, but Congress revised the law to allow such suits to proceed.
