Irish primary schools hired nearly 9,000 unqualified substitutes

A recent report reveals that almost all primary schools in Ireland hired unqualified substitutes during the last academic year. This issue stems from a shortage of teachers, especially in the greater Dublin area. Many schools are forced to rely on trainees, retirees, and others to fill in staffing gaps at short notice. According to the Department of Education, nearly 9,000 unqualified individuals worked in over 3,000 primary schools during the 2023/2024 school year. At secondary schools, more than 4,600 unqualified substitutes were used in around 65 percent of schools. Although teachers need recognized qualifications to receive a state salary, unqualified individuals can work as substitutes for limited periods at set hourly rates. Bryan Collins, a principal from Co Louth, highlighted that staff shortages put "immense pressure" on schools. He noted that this problem is more severe in Dublin and nearby commuter areas. Schools aim to hire individuals with classroom experience but often resort to unqualified substitutes due to the lack of available teachers. Education Minister Helen McEntee acknowledged the recruitment challenges but stated that measures have been implemented to increase the number of student teachers and registered educators. These initiatives include the introduction of a payment scheme for new student teachers and a strategic planning project for teacher workforce needs. Teaching unions express deep concern over the high number of unqualified substitutes, calling it a sign of the ongoing teacher shortage. They urge the government to create more teacher education places and to develop long-term solutions. The unions warn that without immediate government action, students' learning experiences could be further disrupted. Additionally, they advocate for an international recruitment drive to attract experienced teachers back to Ireland.
