Joel Viado, the chief of the Bureau of Immigration, shared this information with a Senate subcommittee. Viado explained that Roque was last seen in Tawi-Tawi on September 2, 2024, but there is no official record of his departure. On September 4, he reportedly arrived in the United Arab Emirates. Viado stated that this suggests Roque might have used a backdoor exit, similar to Guo’s escape route. The Bureau of Immigration has not confirmed Guo's exact exit point. However, Viado expressed concerns about individuals connected to Philippine Offshore Gaming Operators (POGOs) easily slipping out of the country due to weak border controls. He noted that powerful individuals often have access to various unofficial ports of exit. The National Intelligence Coordinating Agency (NICA) recently shared a theory about Guo's escape. They believe she and her siblings may have traveled from Tawi-Tawi to Malaysia and then on to Indonesia. NICA Director Ferlu Silvio reported monitoring Roque’s travel, linking him to the same area. Roque was in the news after resurfacing in The Hague, Netherlands. He had been out of sight since being named in investigations related to POGOs, especially over his ties to a raided firm in Pampanga. He had also faced contempt charges for not disclosing information about his wealth.
