Europe and Ukraine propose 12-point plan to end Russia's war

Europe and Ukraine are preparing a 12-point proposal to end the war with Russia, potentially overseen by a peace council led by U.S. President Donald Trump. The plan includes a ceasefire, territorial standstills, return of deported children, prisoner exchanges, security guarantees for Ukraine, and EU membership prospects. Sanctions on Russia would be gradually lifted, with frozen central bank assets returned only after Moscow contributes to Ukraine's reconstruction.
