They filed a 94-page petition seeking a temporary restraining order against such cooperation. The petition argues that the ICC lacks jurisdiction since the Philippines withdrew from the Rome Statute in 2019. It requests the court to prevent the government from enforcing ICC warrants and to release individuals arrested in connection with the investigation. Duterte was arrested upon his return to Manila on the same day the petition was filed. He is currently in police custody at Villamor Airbase.
