DR Congo foreign minister urges UN action as M23 rebels seize Goma
M23 rebels have taken control of Goma, leading to thousands of residents fleeing to the Rwandan border. The foreign minister of the Democratic Republic of the Congo, Thérèse Kayikwamba Wagner, urged the UN Security Council to take action beyond mere condemnation. Wagner called for the withdrawal of irregular fighters from Congo and proposed sanctions against the Rwandan Defence Forces. She also requested an embargo on Rwanda's illegal mineral exports to disrupt funding for the conflict. The situation in Goma remains tense but relatively quiet after the takeover. M23 rebels plan to establish an administration in the city to facilitate the return of displaced residents.
