DR Congo foreign minister urges UN action as M23 rebels seize Goma

M23 rebels have taken control of Goma, leading to thousands of residents fleeing to the Rwandan border. Wagner called for the withdrawal of irregular fighters from Congo and proposed sanctions against the Rwandan Defence Forces.
