Baltimore schools and teachers union finalize two-year pay agreement

It aims to enhance teacher compensation and provide opportunities for career advancement without leaving the classroom. This deal aligns with Maryland's public school reform efforts, which require a compliant teacher career ladder to avoid funding cuts. The previous career ladder expired in October.
