The practice potentially grants American citizenship to the newborns. Patriot Conceptions, founded by US Army veteran Haotian Bai, markets to Chinese clients via WeChat and bilingual materials. Surrogates reportedly receive $60,000 to $120,000, with embryos either created in the US or transported from China for implantation. The industry gained attention after surrogate Judy discovered she was carrying a child for Chinese billionaire Xu Bo without knowing his identity. Bai previously ran Pacific Surrogacy and an internship program placing Chinese students in Hawaii legislative offices.
