This security measure ensured government continuity if Kyiv fell. Dmytro Kuleba, former Foreign Minister, stated this was a precaution due to the uncertain situation. Kuleba preferred to remain in Kyiv and later moved the group to Lviv, which hosted foreign embassies and facilitated international aid discussions.
