This comes after a report highlighted cases like Nicholas Prosper, who planned a school shooting but could not be charged under current laws. The review emphasized the influence of the internet on violent loners. It noted that while the Southport attack was not classified as terrorism, there is concern about the potential for similar incidents to occur without appropriate legal measures in place.
