A tropical depression located 620 kilometers south of Palawan may enter the Philippine Area of Responsibility and become the 18th storm of the year, according to the Philippine weather bureau, Pagasa. The depression has maximum winds of 55 kph and is moving north-northeast at 20 kph. Its effects are already being felt, bringing cloudy skies and scattered rains to parts of Mindanao, including Zamboanga Peninsula and Palawan. Pagasa expects the depression to enter PAR within 24 hours and will name it "Rumina." Other weather systems are also causing rain in various regions, with warnings for potential flash floods or landslides during heavy rainfall.
