Tokyo's Ota Ward residents report nightly noise and misdeliveries from nearby minpaku

Residents in Tokyo’s Ota Ward report severe problems after a neighboring house became a short-term rental, including late-night noise and foreign guests mistakenly gathering at their entrance, causing distress. The resident, identified as A, said the lodging next door opened in 2024, hosting up to 18 guests at once. In January 2026, another rental opened behind her house; guests also received misdelivered packages meant for them. Ota Ward, which contains Haneda Airport, allows special-zone rentals without an annual cap. The ward said complaints about such lodgings have more than quintupled in a year and that it will monitor national policy.
