Tokyo, Tokai, Tohoku at risk of linear rain bands; Kita Ward issues Level 4 alert

A wide area from Tokai to Tohoku faces a risk of linear precipitation bands, with Tokyo's Kita Ward issuing a Level 4 evacuation order. If such a band forms over Tokyo's 23 wards or Tama area, it would be the first time since the Japan Meteorological Agency began announcing them in 2021. Heavy rain intensified in Tokyo by evening, with warnings of alarm-level rainfall into Monday. In Kanagawa's Miura Peninsula, strong winds and rain made walking difficult. Hachijojima in the Izu Islands saw about 110mm of rain in one hour, prompting a "record short-time heavy rain" advisory. Mie Prefecture's Owase City recorded over 200mm in 12 hours. Typhoon 24 is expected to become a tropical depression south of Japan by Monday afternoon, but warm, moist air will continue feeding the autumn rain front. Up to 300mm of rain is forecast for Tokai, 250mm for Kanto-Koshin, and 200mm for Tohoku and Kinki over 24 hours. In Kagoshima, a second-grade boy was rescued from a swollen ditch, and in Chiba, which suffered severe flooding last month, residents are taking precautions like using sandbags and opening school grounds as emergency parking.
