Tokelau community mourns diplomat Neil Walter, champion of self-determination

The Tokelau community is mourning Neil Walter, a respected New Zealand diplomat who served multiple times as administrator to Tokelau and championed its right to self-determination. He died recently, leaving a legacy of dedicated service. Walter served as Official Secretary from 1988 to 1990 and again as administrator from 2003 to 2006. He oversaw a 2006 UN-facilitated referendum on Tokelau's future status, which narrowly failed to reach the required two-thirds vote for self-governance in free association with New Zealand. Walter also established the Tokelau Public Service and was known for his practical approach, traveling between atolls by sea despite severe seasickness. Colleagues remember him as a man of integrity who stayed connected to Tokelau even in retirement.
