Singapore defers cargo SAF levy by a year; passenger levy starts January 2027

Singapore will delay its sustainable aviation fuel (SAF) levy for air cargo by one year, while proceeding with the levy for travellers from January 2027, the Civil Aviation Authority of Singapore (CAAS) announced on Thursday. Passengers buying tickets from Oct 1, 2026, for flights departing Singapore from Jan 1, 2027, will pay the levy, ranging from S$1 to S$41.60 per ticket by destination and class. Cargo levies now apply from Oct 1, 2027, for flights from Jan 1, 2028, due to diverse stakeholder arrangements. Collected funds will go to the SAF Fund to purchase fuel and environmental attributes, managed by CAAS-owned SAFCo. The levy was first announced in November 2025 but deferred due to the Middle East conflict.
