Russia strips political exiles abroad of consular services

Vladimir Putin signed a law on Aug. 4 imposing civil-death restrictions on political emigrants, including loss of consular services abroad. The law applies to Russians convicted in absentia for political charges, such as violating foreign-agent rules, discrediting the armed forces, or urging sanctions. The Justice Ministry will compile a list shared with police, FSB, bailiffs, and tax authorities. The measure was passed by both parliamentary chambers and follows years of crackdowns. Independent media say it aims to further marginalize dissidents abroad; pro-Kremlin media frame it as restrictions for those evading punishment.
