Russia is preparing to mobilize volunteer reservists outside its borders for the first time since the Ukraine invasion. A legislative commission approved a defense ministry bill allowing this. This change permits the deployment of reservists for "expeditionary" tasks even without an official state of war declaration. Previously, reservists could only be mobilized within Russia during official warfare. The "human mobilization reserve" has two million members. This legal adaptation allows Russia to use this pool without a general mobilization, which is politically sensitive domestically.
