Putin signs law fining marketplaces for violating seller rights in Russia

Russian President Vladimir Putin signed a law introducing administrative fines for marketplaces and digital platforms for violating seller rights, with maximum corporate penalties reaching 500,000 rubles. The law adds three articles to the Administrative Code, covering platform operators, product listing rules, and appraiser self-regulatory organizations. Fines range from 30,000 to 400,000 rubles for unauthorized price cuts, unjustified product card blocking, and failure to resolve disputes. Platforms must notify sellers five working days before price reductions. Most provisions take effect October 1, 2026, with price-related rules starting January 1, 2027. Enforcement falls to FAS, Rospotrebnadzor, and Rosreestr. Separately, Putin signed a law regulating cryptocurrencies, banning their use as payment.
