Pacific leaders demand China transparency after missile test overshadows forum

The forum was also marked by the absence of several Pacific leaders, which New Zealand's foreign minister called "highly suspicious" following China's anger over Taiwan's attendance. Whipps defended Taiwan's participation, citing a 1993 agreement, and described criticism from Papua New Guinea's prime minister as "disappointing."
