Numazu City to Prioritize Top-Rated Young Staff for Desired Posts
Numazu City will introduce a new personnel system from fiscal 2027 that prioritizes assignment to desired departments for highly evaluated young staff, aiming to reduce anxiety and foster proactive growth. The system applies to general administrative staff up to deputy chief level, approximately 290 of the city's 740 such workers, excluding technical and childcare positions. Transfer requests will become unlimited, expanding from the previous two-choice limit, with assignments based on personnel evaluations from two years prior. The city believes this is a pioneering approach among municipalities, as no other local government has publicly clarified such rules. Officials acknowledge potential issues, such as popular departments filling up, but plan to address challenges during implementation.
