Italian Beach Operators Pin Hopes on EU 'Scarcity' Rule to Avoid Bolkestein Tenders

ilrestodelcarlino.it (Italian) —

Italian beach operators are pinning their hopes on the EU's "scarcity" criterion to avoid Bolkestein Directive tenders, arguing the local coastline is abundant. A key meeting is scheduled for tomorrow in Comacchio with national association president Fabrizio Licordari to discuss this strategy. The European Court of Justice established that if a coastal area has abundant beach space—considering coastline extension, environmental constraints, and free zones—the directive does not automatically apply. Operators are divided between preparing for auctions and refusing to participate, with roughly 112 establishments across seven lidos facing uncertainty. The Infrastructure Ministry has presented a draft tender model to the Unified Conference, though it remains subject to modification. Municipalities must launch procedures by June 30, 2027, at least six months before concession titles expire on September 30, 2027. Comacchio's municipality now holds significant influence over the process.
