Intergenerational Foundation tells Andy Burnham to means-test state pension for wealthy

Andy Burnham is being urged to begin means-testing the state pension for wealthier retirees, a move the Intergenerational Foundation says would address widening generational income gaps. The recommendation follows the Second Pensions Commission Interim Report and proposes reducing or eliminating entitlements for the richest pensioners through income and asset testing. The Foundation argues means-testing would improve intergenerational and intra-generational fairness while keeping pensioner spending sustainable. State pension accounts for only 34% of income for the richest fifth of pensioners but 94% for the poorest. Burnham has pledged devolution, public ownership of utilities, more council housing, and no main tax rises.
