Inps provides instructions for 100% social security contribution exemption for new hires in Southern Italy's ZES Unica
Inps has released instructions for a 100% social security contribution exemption for new hires in Italy's Special Economic Zone (ZES) Unica. The exemption applies to private employers hiring individuals over 35 who have been unemployed for at least 24 months. The benefit is capped at €650 monthly per worker and is available for non-managerial hires made between September 1, 2024, and December 31, 2025. This incentive targets businesses in Southern Italy, including Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sicily, and Sardinia, with Marche and Umbria added from November 20, 2025. Small businesses with ten or fewer employees are eligible.
