Greek Municipalities Seek Lower Electricity Rates as Large Consumers

Greek municipalities claim they overpay up to 230 million euros annually for electricity because they are not billed as large consumers, a request now under government discussion. The government acknowledges the issue but insists outstanding water utility debts be settled first. Municipalities pay 32-38% more per kilowatt-hour than large or residential consumers, according to a study by the Municipality of Vari-Voula-Vouliagmeni. Total municipal electricity bills reached 385 million euros in 2025, with annual consumption around 2.16 TWh. The government prioritizes resolving 600 million euros in debts owed by municipal water utilities to energy suppliers, partly funded by state grants and low-interest loans. A pricing change could act as indirect increased funding for municipalities without affecting the state budget.
