Government entities will resolve commercial disputes internally, avoiding courts. A new two-tier system will handle disagreements between ministries and departments, aiming for faster resolution and reduced court caseloads. Disputes involving private parties, income tax, customs, and railways are excluded. The Cabinet Secretary's decision will be final.
