Families and wealthy taxpayers gained most from federal and Quebec tax cuts over the past 25 years, according to a University of Sherbrooke study published Thursday. Researchers compared 24 taxpayer profiles in 1999 and 2024, in inflation-adjusted 2026 dollars. Couples with two children earning $30,000–$50,000 benefited most, mainly through enhanced family allowances. Among childless taxpayers, higher earners saw the largest dollar savings. All taxpayer types saw reductions. Measured as percentages, lower-income households gained more. Quebec’s personal income tax burden fell from 14.3 percent of GDP in 1999 to 13.7 percent in 2024.
