Expert urges dedicated council to fight organised crime in South Africa

South Africa ranks among the top 10 of 195 countries affected by organised crime, and an expert has urged the Madlanga commission to establish a dedicated council to combat the crisis. Dr Mark Shaw, a policing expert with three decades of experience, proposed the police minister create an organised crime council via ministerial directive, funded from existing budgets, to set national policy and unite stakeholders like civil society, academics, and affected communities. The council would build political support, advise on strategy, oversee police responses to institutional infiltration, and implement commission recommendations. Shaw also suggested parliament criminalise unexplained wealth by officials, with the commission reporting to President Cyril Ramaphosa in November.
