Ex-Pa. cops used "green lit" for excessive force

Three former Mount Carmel police officers used the term "green lit" to indicate permission to use excessive force on certain arrestees. This was disclosed when retired Lt. David J. Donkochik pleaded guilty in federal court. The term was highlighted by Assistant U.S. Attorney C.D. Marchioli during the court proceedings.
