Europe establishes commission to assess Ukraine war damages

Europe has established the International Claims Commission for Ukraine to assess war damage reparations, including potential payments from Russia. The commission, based in The Hague and overseen by the Council of Europe, will allow Ukrainians to file claims for losses incurred since February 2022. The mechanism for compelling Russia to pay remains undetermined. This initiative follows the creation of a "Register of Damages," which has already received over 80,000 claims. The World Bank estimates Ukraine's reconstruction costs at $524 billion.
