EU special representative: other countries not obligated to follow sanctions against Russia

The EU cannot compel non-member countries to adhere to its sanctions against Russia, according to an EU special representative. David O'Sullivan stated that no country outside the EU is obligated to follow their sanctions. He also indicated he wouldn't rush to accuse such nations of non-compliance. This comes after O'Sullivan previously urged maximum pressure on China and India to cease purchasing Russian energy resources.
