Pauli Kokko, 66, who lives part-time in Kihniö, Pirkanmaa, says the nearest grocery store could become over 30 kilometers away if the village shop closes, making car ownership essential and disproportionately affecting the elderly population. The F-gas regulation requires stores to replace certain cooling equipment, and the Finnish Grocery Trade Association says many small rural shops cannot afford the investments. A ministry report identified 142,000 people relying on village shops, excluding seasonal residents, and Kokko fears closures could drive younger residents to move away.
