DWP urged to rethink PIP and DLA Motability changes in Scotland

Changes to the Motability Scheme for Personal Independence Payment and Disability Living Allowance claimants in Scotland took effect on September 1, reducing mileage limits on new leases. The Department for Work and Pensions is facing calls to reconsider the reforms. Under the new terms, mileage on a three-year lease falls from 60,000 to 30,000 miles, while a five-year Wheelchair Accessible Vehicle lease drops from 100,000 to 50,000 miles. The changes follow the Labour government's 2025 Autumn Budget decision to apply VAT and Insurance Premium Tax to Motability leases. Scottish Liberal Democrat MSP Morven-May MacCallum has written to the Cabinet Secretary for Social Justice and Housing, calling the changes a "benefit cut" that disproportionately affects disabled people in rural communities. Existing leases remain unaffected, with new terms applying only to orders placed on or after September 1.
