Putin Targets Exiled Critics With New Asset Freeze Law

Russian President Vladimir Putin signed a law imposing severe restrictions on Russian citizens abroad convicted in absentia for political offenses. The law was approved by the State Duma on July 22 and the Federation Council on July 24. The restrictions apply to convictions under any Criminal Code article and political articles of the Administrative Code, including violations of "foreign agent" laws, participation in "undesirable organizations," defaming the armed forces, and calls for sanctions. Measures include freezing bank accounts, banning property and vehicle sales, and blocking access to state services and online banking. The Justice Ministry will maintain an official blacklist of those evading conviction abroad, with the Prosecutor General authorized to add names. Duma Speaker Vyacheslav Volodin said the law targets "extremists and traitors" who "hide from justice in other countries."
