The disallowance was related to payments to Globe Asiatique Realty Holdings Corporation for housing projects. While no government funds were lost, officials are still referred to the Ombudsman for investigation. The COA cited a lack of required signatures on disbursement vouchers as a concern, despite lifting the disallowance due to the absence of financial loss.
